If preconditions are not present then auditor should discuss the matter with mgt and tcwg or not ??

dont accept assignment till the time they are not fulfilled 
 
SA is clear if not fulfilled just dont accept
 
it doesnt specify any steps on how to ensure these 2 conditions
 
we can definitely talk and explain about it
