For example: If 1/3rd of total directors is in decimal i.e 3.33. Then answer (minimum no. of independent director) should be “3” or “4”?

i am not expert in this area of company law 
but logically as minimum word is used rounding off should be on higher side of decimal that means answer should be 4

Normally Law always describe the way figure should be rounded off. Under Section 149 “Any fraction contained in such one-third number shall be rounded off as one.” 
Hence 3.33 will be rounded of as 4.
