In corporate governance and LODR, there is a point of issuing compliance certificate on corporate governance which is to be issued by either auditor or CS so whether such auditor needs to be statutory or internal or can it be any?

auditor means unless otherwise specified statutory auditor / company auditor, one who is doing audit of financial statements, wherever they want to specify internal auditor they mention it explicitly
