Point no. 3(section 40a(3a)) 
Plz give a short brief when allowed and when not allowed. and whether amount exceeding 35000 shall be disallowed or the full amount.?

didnt understand your query
if per party person payment exceed 35000 in business of plying or hiring then the whole amount will get disallowed
