First of all whenever there is non payment of statutory dues, apply SA 250 also. Content in Q4 is much better that content in Q3. In Q4 they explain what auditor should do if there is non compliance and effect is material, so use it as standard content whenever you observe non compliance of law by company while preparing financial statement.
