If Auditor is changes his opinion regarding PY as Report earlier……………Auditor puts OMP………….is change in opinion of PY is allowed in case the previous Audit is done by someone else?

such things happen only when auditor of both years is same
if they are different, new auditor wont be able to give opinion on previous year
he simply puts omp that last year audit was done by someone else
