dont misunderstand the situation, here client is not saying to limit the work and give same level of assurance and opinion. here it means earlier he appointed you for audit and now he is asking you to convert assignment into review because of lack of time. 
its perfectly normal, he can request to do review where time required is less and level of assurance is moderate, and opinion is given negative stance
