Confidence level means chances that results of sampling will represent population ,it will represent fact and auditor will derive proper conclusion. Generally confidence level is kept between 90-99% . That means auditor targets 90-99?% probability that his conclusion  from sampling in audit are appropriate .So his opinion is also appropriate.
