Both removal before expiry and removal  at expiry takes place  after passing resolutions at general meeting. As removals are happening at general meeting next appointments should also be done at General Meeting and it should not be termed as casual vacancy. 
If law would have wanted such interpretation they would have specifically mentioned it, like in case of no ratification they clearly specify BOD will appoint net auditor.
