Dear Sir,
In this question wouldn’t the reference of clause 1 part 2 of 2nd schedule also be applicable and also liable under sec 21 ? As it is a contravention to CA act so he would be liable for not following the provision of CA Act and no specific clause specifies it.  Applying the same logic to quest in CNO 655.3

there was lot of chaos because of corona virus so couldn’t answer queries on time, will try to answer it today and then i will try to do it on daily basis
