sir, 
in regulation  53A if we already have been provided with list of prescribed qualification then what is the need to again give a list of professional institution. the specified qualification can only be given by the institute..?

qualified means person simply cleared exams yet to gain membership as articleship or something elses is not yet done 
membership can be obtained through different ways, specially for foreign professionals who want to come and practice in india (that means there can be foreign professionals who became member not be direct route but some indirect route)
