What is the difference between Regulatory Authority vs Adjudicating Authority are these two terms one and the same

Generally sensitive and important sectors have regulators, constituted by government like RBI, SEBI, IRDA, ICAI etc they are regulatory authority

Further wherever permissions are required or there is dispute, law specifies authority to whom people can go for permission or resolution, now authority which is having right to take decisions, pass orders or resolve matters is generally called adjudicating authority
