what is a difference b/w clause no.3 &4 .in clause 3 loan given to director or director interested and same in clause 4 sec 185

in clause 3 we have to check 1. Whether terms are Prejudicial ? 2. Regularity of Recovery 3. Steps for Recover ?
in clause 4 we have to check compliance of sec 185 and sec 186
same loan may at times get covered in 3 & 4
