In past there was case where article was asked to do agriculture work by its principle, such case was covered under other misconduct, so that would be Clause 2 of Part 4 of First Schedule. On same line involving article for election campaigning could be covered here. So it will be better to cover it in this clause rather than other clause. 
Practically its very common, articles also generally dont have any problem, there are no past cases also, i dont think this will be targeted in exams.
