If I secure any exemption in CA FINAL OLD SYLLABUS in July 2021 attempt – can I carry forward the same to new syllabus?

yes, you will be able to carry forward it
you wont need to appear for that paper
but for how long
and whether you will get benefit of surplus marks
will depend on icai announcement
generally they allow it
