literally speaking here partners or employees can be non-ca
but logically speaking, if partner belongs to other field it doesn’t make sense that he does CA work and we rely on it. In case of employees non-ca is fine, it is a trend but even he should know ca work
we can go with literal interpretation and we should be careful, partner and employee has good knowledge of work they are doing
