Can a chartered accountant  who is not in practice              ( employment)can do practice as an advocate as a part time. Can bar council allows the same ???

CA who is not in practice, can become lawyer take license and practice as advocate. BAR council is not having any objection for this.
 
ICAI has allowed dual COP of ICAI & BAR COUNCIL
 
But BAR council has not allowed such dual COP, as practicing CAs will eat away market of practicing lawyers. 
 
But there is no restriction over CA who is not in practice, he can very well enter into law practice, best example is Advocate Harish Salve.

So end conclusion

CA not in practice can practice as advocate.

CA in practice cannot practice as advocate, till the time BAR council doesn’t allow it.
